The safety of clothing is confirmed by a declaration or a certificate of conformity. These conditions are necessary for the importation and sale of products on the territory of the EA Customs Union. In addition to the mandatory certification, a voluntary quality certificate for clothing can be issued to confirm the high quality of products.
The certificate is a mandatory document for the importation and sale of certain types of consumer goods. The certificate is issued for clothing and knitted items for adults including underwear, bed linen, towels, handkerchiefs, table and kitchen linen, bathing clothes, corsets, bras, etc. These items include the 1st and 2nd layer clothing for children from 1 year old and the 3rd layer clothing for children under 1 year old, as well as almost all types of the children's shoes.
The certification term for a batch of clothing is 2-3 weeks.

At the request of the applicant, the mandatory declaration may be replaced by the mandatory certification of clothing
For any clothing a voluntary certificate that confirms the quality of products may be issued. This certificate is a significant feature of the company's reputation, its reliability and a competitive advantage for retail stores that welcome the availability of the voluntary certificates from their suppliers..
If a certificate shall be issued, the applicant sends an application and copies of documents confirming state registration as a legal entity or a sole proprietor.
If the applicant is a seller, copies of documents confirming the origin of products, copies of the contract (agreement), as well as copies of transportation documents shall be provided.
Depending on the certification procedure, the applicant provides copies of operational documents, technical and design documentation, as well as information on raw materials and components.
Product Certification Procedures
Procedure 2 | Registration under the Contract. For all imported products on the territory of the Russian Federation. This procedure means that the products are manufactured by a foreign company, and the holder of a certificate of conformity or a declaration of conformity is a Russian company. During certification, typical product samples are selected, the necessary tests for compliance with standards and technical regulations are conducted, upon completion of which a sampling certificate is drawn up. The certificate of conformity issued under this procedure is valid for 1 year. |
Procedure 3 and 3а | A manufacturer is certified for up to 3 years. Procedure 3 may be used if the manufacturer has an international quality certificate. If the manufacturer does not have this document, the certificate is issued according to Procedure 3a. When issuing the certificate , which is valid for more than one year, other inspection tests are assigned. The number and date of the inspection test contract shall be indicated in the certificate in the Remarks column. |
Procedure 7 | When processing a large batch of products under the Contract. Both contract and invoice (with the date and number), as well as a number of the batch shall be depicted in the certificate of conformity. After product testing, the certificate of conformity with an open date is issued. |
Procedure 9 | When importing a small batch of products (several units or dozen), if the manufacturer has the international quality certificate or the product quality declaration, the certificate of conformity can be issued without testing. This procedure may be used when once importing the small batch into the territory of the Russian Federation. |
